Videos capture women in action in the seafood sector

The results of the Women in Seafood video competition are now out and all the videos can be viewed through this WSI website link.

Congratulations to the competition winner Carmen Pedroza-Gutiérrez for her video, “The Women of Petatán,” a very thoughtful set of interviews with women fish filleters as they worked on processing piles of fish to prepare them for the market. The video was made in Petatán , Michoacán, Mexico.

The 34 year old series of FAO-Norwegian fisheries projects based on capacity building and use of the Research Vessel (R/V) Dr Fridtjof Nansen has released the report of its first gender audit. The latest phase of the Nansen work is based on the Ecosystem Approach to Fisheries (EAF), hence the need to take a much more concerted look at how gender equity figures in its work. It is heartening to see the EAF-Nansen project take this in-depth look at gender.

The report, “Gender Audit and Recommendations for Mainstreaming Gender in the EAF-Nansen Project,” was written by Ceciel Brugere, based on her analyses, surveys and interviews with project partners. It concludes that:

Despite its numerous achievements, the EAF-Nansen project so far has missed opportunities to mainstream a gender perspective in its design and implementation. This is … due in large part to the fact that gender awareness is assumed to exist and gender dimensions taken ‘naturally’ into account, and to the fact that much of the EAF guidance relied upon by the project does not give much prominence to the gender dimensions of fisheries management.

The audit makes 19 fundamental and achievable recommendations, aimed at improving:

  1. the overall depth of attention given to ‘human’ issues in fisheries management to ensure that gender is included in these, both in capacity development and in the studies underpinning fisheries management, and
  2. its reporting, monitoring and evaluation.

As part of its data gathering, the audit canvassed country partner views on gender matters, including on how they would like to see gender capacity building delivered at individual and institutional levels, giving good guidance to institutional leaders.2015 gender audit EAF Report No 24 COMPLETE 27feb15

The next steps in how the EAF-Nansen project takes up these challenges will be interesting to follow. Its pre-eminent position in the developing regions in which it works can have wide ranging impact.

Never too late to mainstream gender

Many agencies and projects find themselves in the same situation as the Bay of Bengal Large Marine Ecosystem project (BOBLME), which realised that it had not taken gender into account in formulating its strategies and project priorities. To overcome this gap, BOBLME undertook an ex post analysis of the gender dimension of their work and what to do to catch up on including gender.

These efforts have now been condensed and presented in a new paper by Cecile Brugere called Mainstreaming gender in transboundary natural resources projects – the experience of the Bay of Bengal Large Marine Ecosystem (BOBLME) projectThe experience and the processes used in the BOBLME planning efforts for gender should be of value to other agencies who find themselves starting late to incorporate gender.

Abstract: The Bay of Bengal Large Marine Ecosystem (BOBLME) project aims to improve the lives of men and women depending on the fisheries resources of the Bay of Bengal. Despite the major role women play in fisheries, the contents of the project documents have however remained gender-blind. The paper proposes that the Theory of Change offers a compelling framework to consider how this could be redressed in an ex-post manner, enabling transboundary natural resources projects such as the BOBLME project to contribute to gender equality and women’s empowerment. Practical steps are suggested. They include the elaboration of a high-level statement of political will to gender equality and the consideration of gender-sensitive actions and cross-cutting issues covering communication, gender-disaggregated data collection and governance. A commitment to impact through human capacity building and the allocation of adequate budgets for gender mainstreaming, is fundamental to embrace the change process that progress towards gender equality requires. In line with the Theory of Change, the development of a pathway to impact and use of gender- sensitive outcome mapping as a form of monitoring and evaluation are suggested as pivotal in capturing the changes expected from mainstreaming gender in the project and the project’s own influence in progressing towards gender equality in the region. The main- streaming approach proposed could be generalised to other transboundary natural resources projects of a similar institutional and operational structure to the BOBLME project.

A new Norad report by Cecile Brugere and Bodil Maal has delved into gender roles in the fisheries and aquaculture value chains in Mozambique, finding that women play a large role in the fisheries value chain, but their social organization is not strong. Women dominate aquaculture production but the aquaculture value chain is still only weak, with most fish sold at the pond-side. The authors identified a number of potential entry points for women in the value chains.

Fact-finding mission – Study of fisheries and aquaculture value chains in Mozambique: How to reduce gender Discrimination in the fisheries and aquaculture sectors by Cecile Brugere and Bodil Maal

Executive summary

A fact-finding mission about the role women play in fisheries and aquaculture in Mozambique was conducted between January 28 and February 14, 2014. The mission’s objective was to document the participation of women in two value chains: The smallscale capture fisheries value chain and the aquaculture value chain. A value chain is defined as the full range of activities that businesses go through to bring a product, in our case the fish, to the customers. Our task was to identify entry points for improving the work condition and creating equal access to resources and opportunities for women in the two value chains. We studied the two value-chains in Gaza Province.

The capture fisheries value chain is well established. Male fishers are typically involved in the production of the commodity (resource management and catch), and women are predominantly engaged in trading activities. The social organisation of women traders is very weak. Women are under-represented in local fisheries management committees and credit and savings groups. This largely constrains their access to fish preservation equipment (e.g. cool boxes). The lack of such equipment makes it difficult to distribute fish to remote rural areas.

The aquaculture value chain, on the other hand, does not include post-harvest traders and operations. In most cases, fish produced is sold at the pond by the aquaculture producers to the local villagers. Aquaculture producers operate either individually or through associations of producers. These associations have been established to facilitate the dissemination of aquaculture know-how. In contrast to the capture fisheries sector, women dominate aquaculture production. This is a result of specific targeting of women by the government extension officers. Lack of feed and fingerling supply currently constrains the development of aquaculture. The capacity of the aquaculture administration at provincial level is also currently inadequate to satisfy the information and support needs of new producers.

The mission identified the following areas as possible entry points towards the further involvement and improvements for women engaged in the small scale capture fisheries sector and the aquaculture sector:

In the aquaculture value chain:

  • Nursing of tilapia fry for the production of fingerling in individual small production units.
  • Preparation of fish feed and/or pond fertilizer in individual small production units.
  • Improving access to funds and credit.
  • Development of a “mentoring” role for experienced fish farmers towards newcomers in the sector.
  • Recognise officially the aquaculture producers’ associations.
  • Development of post-harvest activities and networks (trading and distribution of fish).

In the capture fisheries value chain:

  • Improve the organisation of women fish traders.
  • Increase the participation of women in credit and savings groups.
  • Advertise and promote the benefits of fish consumption.

Regarding both the capture fisheries and aquaculture:

  • Create an inter-institutional “platform” to strengthen knowledge sharing and coordinated actions in the capture and aquaculture sectors.

The interventions mentioned above aim to address identified bottlenecks in value chain of the capture fisheries sector and the aquaculture sector. In addition, the interventions address shortcomings women have in becoming key agents in the production and distribution of quality fish. The interventions will however require discussion and further development by the Ministry of Fisheries and its decentralised administrations if they are retained as part of a pilot project to be funded under the cooperation agreement between the governments of Norway, Iceland and Mozambique. The design and coordination of the pilot project should be located in one province. This will contribute to enhance a more rapid implementation of activities.

The Ministry of Fisheries has shown its commitment to gender equality and women’s empowerment. In addition to enhancing the conditions of women in fisheries and aquaculture at field level, it is anticipated that the proposed interventions will also support the implementation of the Ministry of Fisheries’ new Gender Strategy and strengthen the role and capacities of its Gender focal points at provincial level.

Bay of Bengal Large Marine Ecosystem Project to get serious on including gender

Most marine and fisheries development projects are gender blind, even though, in recent years, they generally pay much more attention to reaching out to fishing communities.  What does a major, multi-country project do when it wants to get serious on overcoming its gender-blindness? For sure, the project partners face a steep learning curve, but the FAO-managed Bay of Bengal Large Marine Ecosystem (BOBLME) project has taken the plunge. In 2012, it commissioned a major study by Cecile Brugere to help them work out where they stood and what to do. BOBLME has now published Dr Brugere’s report  – Mainstreaming Gender in the BOBLME Project: gender audit and recommended actions for mainstreaming a gender perspective – and it is a very useful guide with wider relevance than just BOBLME.  It is a veritable “how to” and literature review from which  new and even experienced practitioners can learn a lot. Also significant is that this is the first of the Global Environment Facility (GEF) supported Large Marine Ecosystem projects to undertake a thorough gender audit.

The Regional Coordinator of the Bay of Bengal Large Marine Ecosystem Project (BOBLME), Dr Chris O’Brien told Genderaquafish.org that, ” even though BOBLME countries faced many challenges in tackling gender inequalities, now there is some clarity and guidance on what needs to be done. Moreover, the countries  are supportive of addressing gender considerations in a concerted way in the next five year phase of the Project.

EXECUTIVE SUMMARY

This paper was prepared to support the mainstreaming of a gender perspective in the BOBLME Project and SAP. The gender audit of international and regional instruments the eight BOBLME partner countries are signatories, as well as national development and fisheries policies highlighted uneven progress in tackling gender inequalities and accounting of gender issues, overall denoting a cultural and institutional environment that may not be at all times conducive of gender mainstreaming initiatives. While the majority of the BOBLME Project documents audited were found to be gender-blind based on their sole contents, this was attributed to a lack of awareness rather than an intended oversight. Despite the relative advancement of the project, entry points to mainstream gender in the SAP were identified through:

  • The addition of a statement of political will or commitment to gender,
  • The consideration of gender-sensitive actions,
  • The addition of a section on cross-cutting issues covering gender training, communication, legislation, capacity building at field level, gender-disaggregated data collection and research on gender issues,
  • The consideration of incentives and accounting mechanisms,
  • The earmarking of a specific budget for gender-related activities at project level and strategic actions.
  • The addition of a pathway to impact.
  • The use of outcome mapping as a form of monitoring and evaluation.
  • The last two are seen as pivotal in capturing the changes that are expected as result of both mainstreaming gender in the project, and the project’s own influence in progressing towards gender equality.

In addition to these, key recommendations for future action by the BOBLME partner countries include:

  • Commissioning of a gender-sensitive review of legislation and regulatory frameworks in the BOBLME partner countries,
  • Following through the mainstreaming of gender in the NAPs, mirroring what has been proposed to mainstream gender in the SAP,
  • Tackling gender-disaggregated data collection as soon as possible,
  • Ensuring the continuous provision of gender inputs throughout the project duration,
  • Strengthening the participatory processes undertaken so far by the project,
  • Avoiding falling in the Women in Development/efficiency rhetoric and maintaining a focus on the addressing of gender issues and inequality,
  • Supporting gender training and capacity building at all levels, beyond the life of the project.
