Building climate resilience in Laos by bringing in women

Charlotte Moser worked among Lao fishers in the Sekong River basin that begins in Vietnam, traverses Lao PDR and flows into the Mekong in Cambodia. The project on which she worked, in Samakhixay and Saysettha districts of Attapeu Province in southern Laos, involved Lao PDR, World Bank and IUCN support. She reports [“Listening to Women Fishers on the Sekong River: Fostering Resilience in Village Fishery Co-Management“] that the advent of fisheries comanagement and new national laws and institutions such as the Lao Women’s Union and a flurry of activity, especially after the 1995 UN Beijing  Conference on Women, tended to stay at the national level.

What was happening at the local level along the Sekong, where men fished in the main river and its tributaries and women were seasonal fishers in the rice fields? Following the new national 2009 Guideline for Fisheries Comanagement, several comanagement fishery committees were established to oversee fisheries conservation zones. Elite men tended to be appointed to the committees (by village chiefs), thus cementing the status quo, whereas women, if in the committees, were elected and tended to be challenging the status quo. The national fishery guidelines did not mandate women’s participation.  Generally, the fisheries committees also avoid other difficult issues such as ethnicity, the deteriorating quality of the river water and its fishery resources, and the maintenance of fish conservation zones. Of 6 committees established in 2009 in the study area, the only committee to survive until 2013 was the one that had a woman member (who kept the committee records) and it was also the only one to maintain a conservation zone.

Charlotte Moser laments that, despite the calls to include women, and the good advice available as to how to do this, action on the ground often disappoints, as in this case in Laos. She reiterates the generally recommended steps needed, but does not underestimate their difficulty to implement.

Among these steps are including language in the national Fisheries Law that requires participation by women in village fishery management committees, creating incentives to allow women to develop new skills, ensuring more places in governance structures for women and providing opportunities for adaptive learning tailored to the experiences and interests of women in fishing villages.

Abstract: The accelerated economic development of landlocked Laos, combined with extreme climate variables, points to dramatic transformations in subsistence fisheries on its rivers. In the country’s first Fisheries Law, adopted in 2009, co-management of village fisheries is required as a way to promote sustainable development at a local level. The co-management model, however, does not stipulate participation by women fishers, important stakeholders who make up almost one-half of all Lao fishers and whose work contributes directly to family nutrition and well-being. Based on fieldwork conducted in fishing villages on the Sekong River in southern Laos in 2013, this paper takes an ecosystems approach to discuss how the country can build resilience and social cohesion into fisheries by incorporating women and their knowledge into village fishery management. In the process, the health of river ecosystems and food security will improve, while women fishers will acquire new skills to help them avoid ‘poverty traps.’

Women are particularly important in the key industrial tuna and coastal fish value chains in the Solomon Islands. They are active inshore fishers, critical in providing labour in the large SolTuna at Noro in Western Province, and in certain domains of local fish marketing.

A recent World Bank study [“Gender, Fisher, Trader, Processer: Towards Gender-Equitable Fisheries Management and Development in Solomon Islands” by Kate Barclay, Anne Maree Payne and Senoveva Mauli (2015)] has been synthesized by Olha Krushelnytska.

The study not only investigated the roles of women in the supply chains, but also examined the challenges for them and others making use of their labour.

In the case of the 1,000 women working for SolTuna, almost all on the processing line, the women and their employers reported several issues. The women reported on the sex segregation of jobs on the production line, in which they ended up in the lower paying jobs, lack of suitable housing, childcare, health issues, gender based violence that affected their ability to attend work at times, and low wages.

Management in the factory reported problems of high turnover and absenteeism, and lack of budgeting skills among employees.

However, even with good will, tuna processing alone is not enough to deliver on gender equality as many of the issues have deep social roots, and the industry is battling strong competition that emphasizes controlling production costs.

However, transactional sex occurs in ports, on ships and associated with factories and appears to have arisen with the growth of the fishing industry from the 1970s onwards. Judging by the summary report, more efforts are needed to address the issues

In coastal fisheries, women in the Solomon Islands are responsible for more than half the subsistence catch and are important in marketing. Women are also involved in such (low paying) traditional activities as making shell money.

Of the range of fisheries activities for women, the most lucrative is marketing of coastal fish, which is better than working on the tuna processing line or making shell money. However, men dominate (75% in the capital Honiara) the markets, in numbers, management and the overall functioning of the system.

Women-led fish farming improves life for families in Yapacani, Bolivia

Picture1The Fish for Life project, initiated by experts from Canada, Brazil and Bolivia, and carried out with families in Yapacani, Bolivia, has succeeded in expanding the farming families’ diversity of food and farming options – previously based on single crop rice farming – by successfully introducing women-led fish farming.

The comprehensive development project, complete with pilot studies to prove up the technical options and then help for local farmers to develop their knowledge and skills, has generated an additional US$15,000 per year per family.  Since 2008, before the project, fish consumption has increased from 3.8 kg per year per capita to 5.6 kg per year per capita. This is an area that traditionally eats little fish, despite good water resources and available local species of fish. In the project, a small native fish, sabalo or black prochilodus (Prochilodus nigricans) was added to previous aquaculture attempts using just pacu (Colossoma macropomum).

The women have become majority members of the Yaqcapani Northern Integrated Pisciculture Association – APNI), coming from a former position in which they had little economic recognition to one of leadership in an important new economic activity. Their husbands have gone from scepticism to strong support.

New rural technologies and gender

A tremendous emphasis in agriculture, fisheries and aquaculture research is given to developing new, more efficient and profitable technologies for farmers and fishers.  Governments all around the world support research and extension institutes, and the private sector also has a huge influence. But how are women faring in having a say in what their priorities are and in getting access to the innovations? Most especially in the agriculture sector, a considerable amount of research has gone into evaluating these questions. Catherine Ragasa and Debdatta Sengupta from IFPRI, and Martha Osorio, Nora OurabahHaddad, and Kirsten Mathieson from FAO recently reviewed what has been learned. Their report – Gender-specific approaches, rural institutions and technological innovations: Identifying demand- and supply-side constraints and opportunities in access, adoption and impact of agricultural technological innovations – is well worth reading. It puts together key findings and good recommendations for integrated and stand-alone action. The integrated actions are particularly important as they stitch together the issues of gender and technology needs, its generation, and its dissemination. In the process, they weave together the central importance of gender in the workforces of research and extension institutions.

Here are key messages

  • Female heads of households and plot-managers are less likely to adopt a wide range of agricultural and rural technologies than male heads and plot-managers. The most commonly-cited reasons are greater time and labor constraints; relatively less access to funds and credit; more limited information, education and training; more limited capacity and opportunity for participation in innovation and decision-making processes; and more limited access to accompanying inputs and services. These are influenced by weak legislation that protect rights and promotes equality and by persistent social biases and cultural norms.
  • Although various labor-saving and energy-saving technologies have huge potential, empirical studies show that their use and adoption among rural women is often low and usually much lower than men. Three reasons for gender differences are common: (1) cultural-appropriateness; (2) physical accessibility; and (3) affordability. In some cases, the adoption of improved productivity-enhancing technologies has increased women’s time burdens. The most common reason is the weaker participation and engagement of women farmers and stakeholders than men in priority-setting and research processes, limiting the opportunity to influence the development of new technologies.
  • In ICT, men are more likely to use the Internet and to have an email address than women. There is a more promising pattern of rural women accessing and using radios for agricultural information, although men still are more likely to own and control their use. The gap between men’s and women’s access use of mobile phones is diminishing, although in rural areas, men are more likely to own and have access to phones than women, who have greater levels of illiteracy, cultural barriers, and less available cash and access to credit.
  • There is increasing attention in the literature that women and men farmers are innovators and doing their own farm experimentation. Innovation funds can provide incentives for farm experimentation for women and men. Rural institutions and innovative producer organizations can succeed in using collective action to address access and liquidity and to reduce gender gaps in technology adoption. Farmer-innovators benefit more if they are linked with research and extension institutes, a conducive rural business climate and are linked to lucrative markets.
  • Most support organizations, including research organizations and their staff have weak capacity and incentives to be more effective and responsive to the needs of both women and men farmers. Numerous attempts of participatory and consultative approaches failed to deliver significant broad-based impact on technology adoption and gender-equitable outcomes. But, women are overwhelmingly under-represented as scientists, educators, graduates, managers and extension agents. Initiatives to increase more women graduates, scientists and extension agents are being implemented, but more need to be done.

Recommendations (in summary)

o Strengthening capacity of women and men farmers as innovators, evaluators of technologies, and key partners in innovation processes.

o Build measurable targets and strengthening the monitoring and evaluation to ensure that (1) planning and innovation processes addresses women and men’s needs, preferences and opportunities; (2) women and men can access and use these technologies; and (3) women and men benefit from these technologies.

o Holistic and integrated approach of looking at constraints to production and marketing and paying close attention to the complementarities of inputs and services.

o Promoting equal playing field:  strengthen women’s land, property and water rights. Affirmative action to ensure that more girls are going to school and more women professionals are getting equal opportunities as men in the area of research, extension, and education systems. Quota systems, focal points, and gender-balanced staffing in research, extension and education organizations do not often work without genuine empowerment among women professionals including confidence-building, greater mobility, decreasing time burden, training and capacity strengthening.

o More attention in research to gender-disaggregated data and gender analysis in mainstream research is needed. More studies are needed that provide nuanced categorization and analysis on gender and addresses the diversity and typologies of women and men farmers.

Efforts to ensure that gender is included in the new climate agreement

COP20, the UN climate conference is now underway in Lima, Peru (20th session of the Conference of the Parties and the 10th session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol). Concerted efforts are being made to engender the new climate agreement that the countries are negotiating, informed and influenced by numerous non-government groups.

The 9th December was Gender Day at COP20. Gender issues were recognized in a series of papers, none unfortunately addressing the aquaculture and fisheries sectors, in the UN magazine, Outreach. Nevertheless, the set of papers is a good outline of the history so far of how gender is and is not incorporated and makes a strong case for much more systematic incorporation of gender into climate policies and actions on the ground.

World Bank speaks out on what constrains women’s voice and agency

Voice and Agency: Empowering women and girls for shared prosperity

In his Foreword to this strong, empirical book recently released by the World Bank, Jim Yong Kim, the World Bank Group President and himself a physician and anthropologist, says:

“Our flagship World Development Report 2012 demonstrated that gender equality and economic development are inextricably linked. It showed that equality not only guarantees basic rights but also plays a vital role in promoting the robust, shared growth needed to end extreme poverty in our increasingly competitive, globalized world. The persistent constraints and deprivations that prevent many of the world’s women from achieving their potential have huge consequences for individuals, families, communities, and nations. The 2012 report recognized that expanding women’s agency—their ability to make decisions and take advantage of opportunities— is key to improving their lives as well as the world we all share.

Voice and Agency: Empowering Women and Girls for Shared Prosperity represents a major advance in global knowledge on this critical front. The vast data and thousands of surveys distilled here cast important light on the nature of constraints women and girls continue to face globally.”

Extract from the Executive Summary: This report distills an array of data, studies and evidence to shine a spotlight on the pervasive deprivations and constraints that face women and girls worldwide—from epidemic gender-based violence to laws and norms that prevent women from owning property, working, making decisions about their own lives and having influence in society. It identifies some promising programs and interventions to address these deprivations and constraints.

Policymakers and stakeholders need to tackle this agenda, drawing on evidence about what works and systematically tracking progress on the ground. This must start with reforming discriminatory laws and follow through with concerted policies and public actions, including multi-sectoral approaches that engage with men and boys and challenge adverse social norms. There is much to gain. Increasing women’s voice and agency is a valuable end in its own right. And it underpins achievement of the World Bank Group’s twin goals of eliminating extreme poverty and boosting shared prosperity for girls and boys, women and men, around the world.

Report recommends integrating fish into food security and nutrition


HLPE-Report-7_Cover-smA new report, Sustainable Fisheries and Aquaculture for Food Security and Nutrition, has provided probably “the most comprehensive recent attempt to review and synthesize the current knowledge” said Dr Christophe Béné. Dr Béné, of the Institute of Development Studies, chaired the team of the High Level Panel of Experts (HLPE) on Food Security and Nutrition of the Committee on World Food Security that produced the report.

The report recommends that fish need to be fully integrated into all aspects of food security and nutrition policies and programmes. It pays special attention to all dimensions of food security and nutrition and promotes small-scale production and local arrangements, as local markets, e.g. for procuring school meals, and other policy tools, including nutrition education and gender equality.

The report is dedicated to Chandrika Sharma who was one of the peer reviewers of the report.

Extract of the FOREWORD by Per Pinstrup-Andersen, Chair of HLPE Steering Committee

This report addresses a frequently overlooked but extremely important part of world food and nutrition security: the role and importance of fish in seeking food and nutrition security for all. Fisheries and aquaculture have often been arbitrarily separated from other parts of the food and agricultural systems in food security studies, debates and policy-making. I applaud the Committee on World Food Security for its decision to bring fisheries and aquaculture fully into the debate about food and nutrition security.

The report presents a synthesis of existing evidence regarding the complex pathways between fisheries and aquaculture and food and nutrition security, including the environmental, economic and social dimensions, as well as issues related to governance. It provides insights on what needs to be done to achieve sustainable fisheries and aquaculture in order to strengthen their positive impact on food and nutrition security.

The ambition of this compact yet comprehensive report is to help the international community to share and understand the wide spectrum of issues that make fisheries and aquaculture such an important part of efforts to assure food security for all.

The High Level Panel of Experts on Food Security and Nutrition (HLPE) was created in 2010 to provide the United Nations’ Committee on World Food Security (CFS) with evidence-based and policy-oriented analysis to underpin policy debates and policy formulation. While specific policy interventions should be based on context-specific understanding, HLPE reports provide evidence relevant to the diversity of contexts, with recommendations aiming to be useful to guide context-specific policy interventions.

The main findings of the report cover the themes:

  • Fish as a critical food source
  • Fish has received little attention in food security and nutrition strategies
  • Risks and pressures affecting the world fisheries
  • Opportunities and challenges in aquaculture
  • Small vs large scale fishing operations
  • Unsettled debates on fish trade
  • Social protection and labour rights
  • Gender equity
  • Governance

In the Executive Summary, the report says the following on Gender Equity (paras 27-29; the body of the report contains more detail)

  • 27. The first comprehensive attempt to estimate the number of fish workers found that 56 million, near half of the 120 million people who work in the capture fisheries sector and its supply chains, are women. This is essentially due to the very high number of female workers engaged in fish processing (including in processing factories) and in (informal) small-scale fish trading operations. However, small-scale fisheries and supply-chain jobs outside production are not well recorded, so the actual number of women may be higher. Comparable estimates are not yet available for the 38 million aquaculture sector workers.
  • 28. Gender, along with intersectional factors (such as economic class, ethnic group, age or religion), is a key determinant of the many different ways by which fisheries and aquaculture affect food security and nutrition outcomes, availability, access, stability and diet adequacy, for the population groups directly involved in fish production and supply chains, but also beyond.
  • 29. Men are dominant in direct production work in fisheries and aquaculture. Much of women’s work, such as gleaning, diving, post-harvest processing and vending, is not recognized or not well recorded, despite its economic and other contributions. Gender disaggregated data are not routinely collected and, partly as a result of this, little policy attention is given to women and to the gender dimension of the sector.

In the Recommendations, item 7 addressed Gender Equity with the following recommendation (7)

States should

  • 7a) Ensure that their aquaculture and fisheries policies and interventions do not create negative impacts on women and encourage gender equality.
  • 7b) Enshrine gender equity in all fisheries rights systems, including licensing and access rights. The definitions of fishing must cover all forms of harvest including the forms typically practised by women and small-scale operators, such as inshore and inland harvesting of invertebrates by hand and the use of very small-scale gear.

World Bank report on “Gender at Work”

FOREWORD of the report from the World Bank Group President, Jim Yong Kim

Today, many more girls are going to school and living longer, healthier lives than 30 or even 10 years ago. That was the good news in our flagship 2012 World Development Report on gender.

But this has not translated into broader gains. Too many women still lack basic freedoms and opportunities and face huge inequalities in the world of work. Globally, fewer than half of women have jobs, compared with almost four-fifths of men. Girls and women still learn less, earn less, and have far fewer assets and opportunities.

They farm smaller plots, work in less profitable sectors, and face discriminatory laws and norms that constrain their time and choices, as well as their ability to own or inherit property, open a bank account, or take out a loan—to buy fertilizer, for example, that would boost food production for whole communities.
Gender at Work looks closely at existing constraints as well as policies and practices that show promise in closing the gaps. A companion to the 2013 World Development Report on jobs, the report advocates investing more in women’s capabilities and eliminating structural barriers such as laws that bar women from owning property, accessing financing, or working without permission
from a male relative.

Public and private policies and actions can promote equality over a lifetime. This includes education and training during youth and creating opportunities for women to participate in paid work during their economically productive years. It extends to implementing equitable old-age labor regulations combined with appropriate social protection later in life. We need leadership and innovation as well as scaled-up efforts to fill critical gaps in knowledge and evidence, from the private sector, governments, science, and media—and individuals. This agenda is urgent. Failure to act represents a huge missed opportunity. We know that reducing gender gaps in the world of work can yield broad development
dividends: improving child health and education, enhancing poverty reduction, and catalyzing productivity.

Empowering women and girls is vital in order to achieve our twin goals: ending extreme poverty by 2030 and boosting shared prosperity. The World Bank Group is fully committed to this agenda.
