WSI the new association for women in the seafood industry will be at the Icelandic Fisheries Fair

WSI, an international association for Women in the Seafood Industry was created in December 2016 by specialists at the cross-road between the seafood industry and gender issues. WSI’s goals are to highlight women’s contribution to the seafood industry, to raise awareness of gender issues within this industry and to promote professional equality between men and women.

The motivation to create WSI came from the growing recognition that although one in every two seafood workers is a woman, women are over-represented in lowest paid and lowest valued positions and very few at leadership positions. Women are essential contributors to this important food industry, but they remain invisible, including to policy makers. There is a need to increase awareness about their role in this industry and to recognise the value they bring.

While we acknowledge that much progress has been achieved, a lot remains to be done. Stories about women in the seafood industry are rarely told. WSI will operate as a sounding board to amplify women’s voice and help them gain visibility through practical projects.

WSI has chosen the World Seafood Congress 2017 and the Icelandic Fisheries Fair (10-15 September 2017) to make its first public appearance. “The choice for Iceland is two-fold: its fishing industry is very dynamic and the country is at the forefront when it comes to gender equality. At Icefair, the fisheries fair, WSI will disseminate this uncomplicated yet often untold story: women are essential workers in the seafood industry but they are often invisible.” Explains Marie Christine Monfort, WSI President and co-founder. This will be the very first time that a women’s association holds a stand at a professional fisheries fair.

WSI, a not for profit association, is founded by Marie Christine Monfort and Pascale Baelde , two seafood professionals (based in France) supported by two gender specialists (based in Singapore and London). This new association has already received the backing of men and women seafood professionals from France, the UK, Norway, Egypt, Australia, United States.

Panel abstract:

The coastal areas and communities have experienced major changes over recent decades. Some are under pressure by the rapid development and urbanisation, industrialisation, climate change, mass tourism, etc. Others have suffered economic depression as the activities that traditionally sustained coastal communities become increasingly unsustainable. These changes had economic impacts on the fishing; aquaculture and others related activities and modified the social role within coastal societies, with new social organisations and cultural processes emerging in coastal areas.

Research on gender and gender relations, as well as on women, in fisheries and aquaculture and their role in communities is not abundant. And this despite the fact that change has impacted men and women differently, the construction of gender and gender relations has consequences on the division of labour in fisheries, in coastal communities and also in the relationships in the community.

The interconnection between gender relations, work and community can include many topics and can vary from place to place dependent on the history, “materialities”, social and cultural conditions. Coastal and gender studies can be valuable for research, and for the economic and social development of coastal communities, and fishery related activities and work. So gender relations and communities can be studied in many ways, the propose panel aims to bring together scientists, practitioners, .working on the following themes: gender migration/immigration, changes in job opportunities (eg. paid and unpaid contribution of women in fisheries and aquaculture), women’s organisations and participation in the public sphere, property rights in fisheries and aquaculture, gender and climate changes, women’s capacity building, etc…

Note: The panel is organizing by the TBTI (Too Big to Ignore) cluster on women/gender in fisheries and aquaculture and the Working group Gendered Oceans Past Platform. IIFET-2016: In the footsteps of Rosemary Firth

At the 2016 biennial conference of the International Institute for Fisheries Economics and Trade (IIFET), to be held in Aberdeen 12-15 July, a Special Session on gender will be held. Entitled  Gender Research as a New Frontier in Fisheries and Aquaculture Economics: In the Footsteps of Rosemary Firththe session aims to engage IIFET members in discussion on how economics research can be applied to address questions on gender in aquaculture and fisheries, with an early emphasis on the challenges of gathering relevant data.

The Special Session has attracted a strong set of presentations (please see the draft programme) and is also being supported by grants from the National Oceanic and Atmospheric Administration Fisheries (USA) and the World Bank.

Who was Rosemary Firth? Rosemary Firth (1912-2001) was a British social anthropologist who specialised in the field of domestic economy. She wrote the 1941 (1966) volume Housekeeping among Malay Peasants, tracking in detail the household economics of traditional fishing communities in east coast Malaysia, a companion volume to that by her husband, Raymond Firth, Malay Fishermen: Their Peasant Economy. The 1966 volume of her book gave an account of changes she observed in the 23 years between study visits, and prescient views on the impacts of modernisation on traditional fishing communities.

Mrs. M. Usha belongs to the Indian Scheduled Irular tribal community. She lives in the remote area of Kulathumedu, a Scheduled Tribal village, Palaverkadu (Pulicat) Post, Ponneri Taluk, Tiruvallur dt.,Tamil Nadu, South India.

Reaching her farming site is quiet tedious. Either you need to trek to these remote villages or go in by boat. When the lake becomes dry during the summer season, you need to walk in through slushy waters to reach the ponds.

Irular tribal people are fishers and crab collectors. They fish in Lake Pulicat as well as in the adjacent sea. During the lean fishing season, their income is affected and they are compelled to look for alternative incomes. Thanks to a collaboration with scientists from the Central Institute for brackishwater Aquaculture, they are now able to consider alternative livelihoods through brackishwater aquaculture technologies like mud crab farming, seabass nursery rearing in hapas and polyculture farming of crab and seabass in a scientific way in the tide fed and community brackishwater ponds in Mrs Usha’s village.

Mrs. M. Usha has developed strong expertise in these brackishwater aquaculture technologies. Utilizing the common brackishwater resources and inputs within her village she has adopted all these technologies and has facilitated the tribal families in her village to take up alternative livelihoods for additional income during the lean fishing season.

An in-depth case study was conducted by Dr. B. Shanthi, Principal Scientist, Social Sciences Division, ICAR- Central Institute of Brackish Water Aquaculture, (CIBA, Chennai). On the basis of her study, Dr Shanthi found Mrs. M. Usha to be versatile and self-confident, have good leadership qualities, be a good motivator, and always fast to grasp new ideas. She has led 150 tribal people, both women and men in families, of this village to adopt polyculture farming of crab and seabass in the community ponds. A Women’s Self Help Group (WSHGs) named ‘Marikolunthu’ adopted crab farming in tide fed pond and Asian seabass nursery rearing in hapas.

The brackishwater aquaculture carried out by Mrs. M. Usha and other tribal families have enhanced the group’s savings. From the profit, they grew their bank accounts and reinvested this in farming. Mrs Usha communicated with others in the self-help group and strengthened internal lending among the group members. Polyculture farming has helped Mrs. Usha and other Irular tribal beneficiaries learn a new occupation for the lean fishing season. The developments also provided demonstration and leadership leading to impact among other tribal families who have slowly started adopting the technologies by investing money from their own their savings.

In the village social taboos prevailed, such as that women should not walk in front of men when the men are returning from fishing because this would lead to poor sales that day. In addition, women should not go outside their village to participate in meetings and events, and should not talk out in front of men. After the technical interventions, the tribal men became more aware of the inequalities and gave more power to the women. Actually, the women in the village overcame the taboos and beliefs when they started going outside their villages to do crab marketing. Mrs. Usha contributed her part to this empowerment.

Noticing the interest of Mrs. M. Usha and her tribal WSHGs, the International Fund for Agricultural Development (IFAD) assisted the Post -Tsunami Sustainable Livelihoods Programme (PTSLP) in Tamil Nadu. Mrs. M. Usha and her groups received funds and subsidy of Rs. 1 – 3 lakhs (I lakh is 100,000) per each group to assist them adopt crab farming. For their work, Mrs. Usha and her SHG group in Kulathumedu village were subsequently awarded the “Best WSHG of Tiruvallur District”.

In addition on the technology front, these were the first tribal families in India to take up the tedious and risky task of rearing Asian sea bass in nursery hapas in brackishwater ponds and creeks. Farm made feeds developed by Mrs. Usha and her groups gave helped nourish the seabass fingerlings.

Mrs. Usha has enhanced her knowledge and skills through training on mud crab aquaculture from the Rajiv Gandhi Centre for Aquaculture (a Society under the Indian Marine Products Export Development Authority) and, from CIBA, on fish sampling, packing of seabass fingerlings for marketing and record & account keeping.

The enterprise has developed a systematic marketing strategy that has helped the villagers learn the modern crab marketing. Mrs Usha has her own style in establishing rapport among the tribal families, WSHGs and crab marketing agents. She gains their confidence to stock water (post-moult) crabs for farming in pond and seabass fry in hapas and then to supply the harvested crabs and seabass fingerlings to the retailers and marketing agents. She has helped transfer this approach to other tribal coastal families and WSHGs.

She has strived hard to bring in a diversification of livelihoods among the tribal families by making them understand that they need an alternative livelihood to earn an additional income apart from fishing to improve their standard of living. Every day she walks 4 kms in the water-logged land to reach her work spot. She along with other tribal family members in the village devotes most of her time to improving their farming enterprises.

The adoption spread from, at first, two WSHGs and three families, and later others came forward. At present in the village, 20 families farm 20 crab ponds and 12 SGHs practice crab farming in tide fed ponds. Seeing the success, a total of 150 irular tribal families both men (82) and women (65) including new 5 WSHGs came forward with a new proposal of polyculture trials.

HONOUR RECEIVED
For all her contribution to her society in the adoption of brackishwater aquaculture technologies, Mrs Usha was selected for the “ICAR – INDIAN AGRICULTURAL RESEARCH INSTITUTE – IARI Innovative Farmers Award”- 2016 of India. She received this award from the Hon’ble Union Minister for Agriculture and Farmers Welfare of India Shri. Radha Mohan Singh and the Hon’ble Minister of State for Agriculture and Food Processing Industries of India Dr. Sanjeev Kumar Balyan. Hon’ble Prime Minister of India Shri Narendra Modi, inaugurated this Mela during the KRISHI UNNATI MELA 2016, 19-21 March 2016 held at New Delhi.

These reports on the Women in Aquaculture and Fishery Session at WA2015, held at the ICC Jeju, Korea, 27 May 2015, have been written by Jin Yeong Kim, Bibha Kumari and Jenny Cobcroft. The World Aquaculture 2015 (WA2015) session on Women in Aquaculture and Fisheries was held in the ICC Jeju, Korea, in Samda hall ‘A’ from 11:30 am to 17:10 pm and chaired by Jin Yeong Kim and Bibha Kumari. Seven oral presentations were made in the session, and, in relation to women’s labor, one oral presentation was made in the cage culture session and added to this summary. The session also held a panel discussion, led by Jennifer Cobcroft and followed this by the presentation of the awards WAS-APC/AwF Travel grants and AwF Woman of the Month by Mr. R. D. Palmer, President of AwF and World Aquaculture Society Director.

1. Hye-Kyung Choa (Korea) introduced Jeju’s unique culture of the haenyeo’s life using a short film on these female divers of Jeju Island who collect seafood and seaweed without using any breathing equipment. Although these women follow a lifelong profession that has endured and been supporting their families for many centuries, present haenyeo are no longer passing diving skills to the next generation. Recently challenges to the traditional haenyeo culture is how to manage marine resources and find effective ways to pass down their community culture.

2. Seungmok Ha (Korea) showed that site-specific MSY of turban shell harvesting by fisherwomen tended to be high where the biomass of the brown algal species was generally high. To understand the causes of the declining stock of turban shell, a long-term program is required to monitor the status of algal species and environmental and human factors that impact on them.

3. Jin Yeong Kim (Korea)  summarized recent changes for fisherwomen’s contribution and to the small scale fisheries in Korea. It is a commonly emerging trend in the coastal long line, jigging and gill drift net fisheries of married fisher couples for husbands to drive a boat and operate fishing gear and for wives to support the netting and collecting of products on board on the fishing grounds. Traditionally, women did not work on the boats. Issues were concentrated on the women’s new perspectives on the environmental, social, economic and livelihood changes from a fishing community.

4. Arlene Satapornvanit (NACA)  explained the assessment of gender in aquaculture in Cambodia, Lao PDR, Thailand and Vietnam under the MARKET project. Insufficient gender/sex-disaggregated data are available in aquaculture in these countries. Participation exist in varying degrees but very few women are in top positions. Therefore detailed research planning & design with statistics and data collections are needed. Information exchange among countries and practitioners, including curriculum and training development will be helpful to strengthen capacities.

5. Arlene Satapornvanit (NACA)  also explained women’s involvement in selected aquaculture value chains in three countries vis. Cambodia, Thailand and Vietnam, to identify and analyze the role and activities of women and men in the grow-out stage of aquaculture. In the case studies, she summarized, for a few women, their status apart from their families, the social and economic problems they face, and how they are successful in aquaculture in these countries.

6. Zumilah Zainalaludin (Malaysia)  expressed the need for the active involvement of women in aquaculture for future family wellbeing. For this there should be research networking for gender analysis based on activities for good aquaculture practices. She proposed a policy and program to the government that would enhance the development of the aquaculture industry. Sharing of gender training materials is also important.

7. T. V. Anna Mercy (India)  emphasized that engagement of women in ornamental fish culture would help the rural poor to earn a regular income and thus to remove the evils of poverty. Women entrepreneurs are now aware of the schemes for the promotion of ornamental fish culture in India. Thewomen can play a predominant role in ornamental fish culture. Successful Women could also manage both the household activities and the entrepreneurship together.

8. Young-Jin Park (Korea)  described abalone sea cage culture trends and women’s role in the related job sector in the largest abalone growing area of Korea, Wando, Jeonnam Province in the southwestern area of Korea. In order to empower women, information sharing, and a stable living environment, the women asked for the support of the government for the construction of a social infrastructure, such as, women only cultural lectures, community activities, technical training program, child care facilities, pediatrics, entertainment complex etc.

The panel session commenced with Dr. Bibha Kumari summarizing the earlier presentations, especially for the benefit of those who could not attend the whole session.

A series of questions was asked of the panel members, with a focus on the WAS-APC/AwF travel award winners (Nantaporn Sutthi, Gladys Ludevese Pascual, Mya ZinOo), and then opened for a group discussion with the audience.

1. What do you see as the biggest challenge for women in aquaculture in your country?

Gladys indicated that traditionally women in the Philippines were focused on household tasks, but are more educated now and wanting to get out into the workforce.

Mya Zin discussed education, investment and cultural issues that are barriers to women being involved in aquaculture in Myanmar.
Nantaporn suggested that women in Thailand have more power in business now.

A comment from a male hatchery director from Indonesia was that there are many small hatcheries and the majority of their staff are women, largely because of their valued attention to detail. He noted that working in aquaculture grow out and in the field is problematic as these are both traditionally a “man’s world”.

The group discussed the need for women-oriented equipment to encourage their participation in different sectors. We also noted the need for us as individuals to change our mindset in relation to the role that we as women can play, and the way that we see other women in industry.

Our role is to encourage leadership skills in more women; leading by example and encouraging others.

2. What benefit would arise for the aquaculture industry by changing the situation, and if the challenge for women was overcome?

We noted that women tend to be more creative, and with education can complement the activities of men in aquaculture. The group discussed that through increased participation by women in aquaculture, production volume and efficiency could be increased. This would also improve the security of household and community nutrition. In Myanmar, the opportunity for internships has been provided by the USAID grant, allowing women to engage with industry and better understand opportunities and pathways to employment outside the university sector, which is where they traditionally stay in employment, if they stay in fisheries and aquaculture. Another of the men in the audience indicated that in Western culture, if more women become involved in the industry, they will promote seafood, leading to increased consumption – which is good for community nutrition and seafood sales. The group also discussed the need for a change in mindset of employers, across many cultures and countries, to consider the skills and value that women can bring to the industry. An observation from the Philippines was that about 10 years ago there was a difference in the proportion of women reaching higher management levels, with men and women both represented at middle management, but men being promoted to senior levels even when the women may be more competent. It was considered that this situation has improved, however the ‘glass ceiling’ still exists for many women.

3. What potential solutions do you see to addressing the challenge?

One proposed solution was access to investment funds and bank funding, promoting programs for women. Mobilizing investment through women was considered a likely way to increase aquaculture production.

Other discussion

One participant working with indigenous women in the Northern Territory in Australia asked the group for suggestions on how to encourage a balance for women who may be interested in fisheries and aquaculture. The women have many other cultural roles and they cannot always find time to engage in development programs. She also commented that payment or potential income from a new industry is not a primary motivator, and that cultural roles take precedence. This seems an area needing more discussion and insights from other researchers and development project leaders, specifically around how to find the right projects/opportunities and motivate engagement.

One academic reported on a study of her students over 20 years in the Philippines, and reported that in that time less than 1% of women trained in aquaculture were employed in aquaculture. It was suggested that while the current generation is suffering from differences in early childhood (expectations and roles being different according to gender), that this situation is now improving.

Gender and small-scale fisheries in the central Philippines

In earlier posts on this site, we highlighted papers arising from the work of Danika Kleiber and her colleagues on gender in the Northern Bohol section of the Danajon Bank in the Central Philippines and on a global overview of gender in small scale fisheries. With pleasure, we draw your attention to Danika’s doctoral thesis, recently accepted by the University of British Columbia, Canada, and entitled: GENDER AND SMALL-SCALE FISHERIES IN THE CENTRAL PHILIPPINES. This thesis, as well as its accompanying papers, make a compelling and empirically justified case for the importance of factoring in women’s fishing work in fisheries management, policy and economics.

Philippines reef study shows the importance of defining “fishing”

Abstract of Thesis: This dissertation provides new evidence for why women should be included in smallscale fisheries assessments. Women are commonly overlooked in fisheries science and management because they are assumed not to fish, or to fish very little. My research focuses on community-based managed fisheries in the Central Philippines. I begin with a literature review of women’s fishing around the world, revealing that it is common, diverse, and dynamic. Women fishers also often focus on species and habitats different from those in men’s fishing. Notably, however, the review also identified a considerable data gap in quantitative assessments of women’s fishing.

I designed my case study specifically to quantify women’s contributions to the total community catch and effort. I found that women – who totaled 42% of all fishers – generated about one quarter of the total fishing effort and of the catch biomass. Explicit consideration of women’s fishing cast a spotlight on gleaning, an overlooked fishing method in which animals are collected in intertidal habitats. Almost all the women and half of the men gleaned. I found that gleaning primarily targeted sessile invertebrates, and was an important source of food, particularly when other fishing was not available.

Marine management that affects gleaners – such as no-take marine protected areas (MPAs) placed in intertidal areas – needs to consider distinct ecological and social features of gleaning. On that basis, I used a gender lens to examine community-based management in the form of no-take MPAs. In this cultural context resource management is a male sphere, both in perception and in practice. Women were less likely to feel that the MPA had a positive effect on their fishing, with MPAs mostly identified as a management measure for finfish. Women were also less likely to participate actively in MPA management.

In summary, my focus on women should prompt reexamination of how fishing is defined, who counts, and who is counted. Integration of women’s issues into fisheries management requires attention to gleaning, and exploration of alternative management methods. To overlook women, however, creates substantial underestimation of fishing labour and catch – with consequent worsening of our prospects for fisheries management globally.

In 2012, the NACA (Network of Aquaculture Centres in Asia-Pacific) Governing Council put gender issues on the work programme as a cross-cutting issue (see our post). In 2013, NACA held a special workshop at GAF4, with Norad support, to develop ideas for gender mainstreaming at NACA (see our GAF4 Report for a short summary of the Workshop outcomes).

Early this year, the USAID-MARKET project in the lower Mekong countries, NACA and partners in Cambodia, Lao PDR, Thailand and Vietnam combined to start the project: Thematic Studies on Gender in aquaculture in Cambodia, Lao PDR, Thailand and Vietnam.

A team of researchers from the Central Institute of Fisheries Technology (CIFT), Kochi, received the 4th National Awards for Technology Innovation in Petrochemicals & Downstream Plastics Processing Industry (Runner Up) in the field of Polymer Science and Technology from Hon’ble Minister of Chemicals & Fertilizers, Govt. of India, Shri. Ananth Kumar. Also present was Shri. Nihal Chand, MoS, Ministry of Chemicals and Fertilisers, Govt. of India. The award was presented on July 17, 2014 at a function held at Manekshaw Centre, New Delhi. The award instituted by the Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers, Government of India, was presented to the team for their work on “Upgradation of Treated Rubberwood Using FRP Sheathing for Fishing Boat Construction”. Dr. Leela Edwin, Principal Scientist and Head of Fishing Technology Division is the team leader. Others in the team are Dr. P Muhamed Ashraf, Dr. Nikita Gopal, Dr. M Ajith Peter, Dr. A Sreeja, Dr. Saly N Thomas and Dr. B Meenakumari.

Abstract: The use of rubberwood (Hevea brasiliensis) for fishing craft construction is an innovation introduced by the Central Institute of Fisheries Technology (CIFT), Cochin, Kerala, India. Technology evaluation is an integral part of any technology development to place the technology in its proper perspective. This paper presents a simple model of evaluating the technology by describing the Planning, Monitoring and Evaluation (PME) cycle and assessing impact through patent profiling, cost evaluation and looking at the social benefits. It has been observed that introduction of the technology has made available an alternative timber to the traditional boat building industry. Reduction in cost of construction to the tune of 28% and overall reduction of 35-40% in maintenance costs has been possible. FRP sheathed rubberwood fishing crafts are maintenance free. A patent profiling of the technology revealed that for use of rubberwood in traditional fisheries for canoe construction, there are no patents except for the ones filed by CIFT. Social benefits include availability of a cheap fishing craft for fishing operations which is the sole livelihood option of the traditional fishermen.
